INDIAN ACADEMY OF SOCIAL SCIENCES
XXXVII INDIAN SOCIAL SCIENCE CONGRESS
BUILDING AN ECOLOGICALLY SUSTAINABLE SOCIETY
0100 PREAMBLE
The Indian Academy of Social Sciences (ISSA) in association with Aligarh
Muslim University proposes to focus deliberations of 37th session of Indian Social
Science Congress (ISSC) on ‘Building Ecologically Sustainable Society’ with a view to
enabling all humans along with other species to live longer than expected by learning to
live in accordance with ecological principles of life involving friendly and harmonious
relations with Nature and Society.
0200 CONTEXT
All scientific studies and deliberations show that an ecological metabolic rift has
developed due to wanton destruction of Nature-Society connections through reckless
industrialisation and chemicalisation of land, water and rivers. Deforestation, mining and
destruction of hills have set a process of desertification in motion. Use of chemical
fertilisation in agriculture has destroyed the fertility of soil and made all agricultural
produce highly toxic. Ground water has become poisonous and disease prone. Big dams
too have added woes to human existence. Growing pollutions of air and environment
have threatened the very existence of life on the Planet Earth. All forms of food chains
have been broken. Nuclearisation, high consumption of electricity, Satellite towers,
mobile phones have increased very high degree of radiation which in turn is posing great
risk to existence of life and human health. Destruction of natural resources and loss of
biodiversity have created unprecedented risks for survival of all living species including
humans. Extinction of species after species is taking place rapidly. Rising global warming
and climate change are ringing death bell. Concentration of whole wealth of the world
into a fewer hands has resulted into mass poverty, hunger and disease. Question to ponder
is: Can humans stop extinction of life from the Planet Earth ? If yes, how and if no why?
How to avert the ecological crisis and impending extinction of humans from the Planet
Earth?
What the scientific studies and deliberations have revealed is: It is not possible to
restore the ecological balance within the existing capitalist social system. So the question
arises: What kind of social system would restore ecological balance? What it essentially
means is conceptualization of a new social system rooted in the ecological principles and
science of the Planet Earth. This is a serious challenge to our contemporary marketdriven
scientists and technologists.
The Indian Academy of Social Science has, therefore, resolved to deliberate on
‘Building An Ecologically Sustainable Society’ in Indian context in particular and
world context in general during the 37th Indian Social Science Congress.
0300 OBJECTIVES
Major objectives of XXXVII Indian Social Science Congress are as follows:
0301: To comprehend the ecological principles/foundations of life.
0302: To comprehend the ecological connections between and among Nature, Humans
and Society.
0303: To appraise the impact of modern economy on ecology in its historical perspective.
0304: To determine the impact of modern agriculture and industry on ecology.
0305: To determine the quantum of ecological crisis vis-à-vis modern social system.
0306: To explore the connections between high energy and ecological crisis.
0307: To explore the ways and means for averting ecological crisis.
0308: To conceptualise a new ecological social system
0309: To determinate appropriate policy measures and social actions for building a new
ecologically sustainable society.
0310: To develop a new science called Sustainability Science of Nature-Humans-Society
0400 QUESTIONS AND ISSUES
The resolution of ecological crisis demands creation of an altogether new society.
Why? Because the nature of ecological crisis is systemic, what is systemic demands
systemic solutions. Tinkering will not do. So-called ‘Green Technology’ shall not prove
helpful. This being so, question of building a new ecologically sustainable social system
is not an easy task. How do our scientists and technologists use their scientific knowledge
of Nature-Humans-Society in creation of new concept of a new ecological social system,
therefore, holds the key. Task before us is to discover, develop and disseminate a new
science of Nautre-Humans-Society. This new science may be called Sustainability
Science or Science of Conservation of Nature-Humans-Society. Conservation is not to be
confused with maintenance of status quo. Rather it is to be taken in the sense of scientific
revolution in ideas and material reality in correspondence with the new ideas.
Development of sustainability science demands paradigm shift in current science.
Question arises: Are our scientists inclined to think afresh, innovatively, creatively and
impartially? XXXVII Indian Social Science Congress poses this and many more
questions to all those who pursue science and who are deeply concerned with the issues
of impending natural and social disaster and wish to create a new democratic social
system rooted in the theory of ecology.
0500 CONCEPT OF ECOLOGY
Emergence of Ecological Science in the latter half of the last century changed the
whole concept of science of Nature-Humans-Society. Why? Because it became crystal
clear that everything is related with every other thing; that there is intimate connection
between non-living things/matter and living things/matter and between lower life and
higher life and that there is no disconnect between Nautre, Humans and Society. In fact
Humans and Society are integral to Nature. Thus the very concept of Nature underwent
radical change as it implies Humans as well as their societies. It became evident that
nothing exists independent of others. All are interdependent and interrelated. A concept
of reciprocity or give-and-take emerged with the development of Ecological Science.
Along with this concepts of ecological metabolism, food-chains and ecological
equilibrium developed. In the process a notion of interrelationship between and among all
branches of science (Physics, Chemistry, biology, Anthropology, Economics, Socially,
Psychology etc.) development. An idea of holistic science involving integration of all
branches of science centred around Nature-Humans-Society started growing.

ALIGARH
Welcome to the land of knowledge and culture. Aligarh is known for the world famous Aligarh
Muslim University and also as a hub of brassware manufacturing units and lock industry.
The city of Aligarh ,an administrative headquarter of Aligarh district in Uttar Pradesh, is located
at a distance of 135 km southeast of Delhi on the main Delhi-Howrah rail route, connecting it to the
states of West Bengal, Odisha, Bihar, Jharkhand, north-east and most of the important cities of Uttar
Pradesh through as many as 70 trains plying daily. The city also falls on the Grand Trunk Road and is
located 292 km from Kanpur, 82 km from Agra and 60 km from Mathura connected through States’ Road
Transport Corporations.
Apart from being close to Agra, famous for Taj Mahal and other Monuments of Mughal period,
Aligarh has several popular landmarks. Most notable one is Aligarh fort, besides Dor fortress (1524),
which is now in ruins, lies at the city's centre; its site is in the area now called Upper Kot and is occupied
by an 18th-century mosque
.
THE ALIGARH MUSLIM UNIVERSITY
The Aligarh Muslim University is one of the premier universities of India with a long and
distinguished history. The Constitution of India recognizes the University in its seventh schedule as an
‘institution of national importance’. The seed for the growth of Aligarh Muslim University was sown by
Sir Syed Ahmad Khan, a great social reformer, in the year 1875, when the foundation of a small school
was laid. The school grew into Mohammaden Anglo-Oriental (MAO) College which was considered as a
precursor to the present university. Sir Syed Ahmad Khan during his time continually focused through his
writings and assertions on the necessity of fostering the traditional and basic Islamic virtues along with
the modern and secular values, so that Indian community in general and Muslim community in particular,
become free from backwardness and stagnation to enable them to play their roles in national
development. Sir Syed Ahmad Khan, although breathed his last in the year 1898, but the M.A.O. College
progressed by following his vision and ultimately developed into a university, called the Aligarh Muslim
University, through an Act of parliament in the year 1920.
The Aligarh Muslim University today, described as Oxford of the East, has a lush green well
spread out campus in over 467.6 hectares. It is probably the only University in India which offers
admission from Nursery to Post Doctoral Research. It offers more than 300 courses in almost all modern
branches of education for the students drawn from all corners of India and abroad. The Aligarh Muslim
University occupies 8th rank among the top 20 Research Universities in India. It has more than 30,000
students, about 1700 faculty members and some 6000 non- teaching staff on its rolls. The University now
has 12 Faculties comprising of 95 teaching departments, 5 institutions and 13 centers. The special feature
of this University is its residential character with 16 Halls of residence comprising of 70 hostels for both
boys and girls.
It is the proud privilege of the University to host XXXVII Indian Social Science Congress from
27th to 31st December, 2013, during which a typical cold ( around 5 degree) and foggy north Indian
weather is expected. Hopefully the focal theme of the conference “Building Ecologically sustainable
Society” will be able to bring social scientists, academia, scholars and professionals in different
disciplines on a common platform in order to create a humane ecologically sustainable society.

INDIAN ACADEMY OF SOCIAL SCIENCES
The Indian Academy of Social Sciences (ISSA when abbreviated) is the first National Science Academy of
independent Democratic Republic of India and fourth in chronicle order. The other three national science
Academies―Indian National Science Academy (INSA), Indian Academy of Sciences (IAS) and National Science
Academy of India (NSAI) were born in British India. ISSA was born, 39 years ago, on August 15, 1974 at
University of Allahabad in an assembly of young scientists. August 15, 1974 symbolized a beginning of an
altogether new science reflecting democratic needs, aspirations, creative urges / potentialities, history, culture and
traditions of peoples of India. Its name was carefully chosen for reflecting the true meaning and function of science.
The setting up of the Indian Academy of Social Sciences also heralded a beginning of a new movement for unity of
science of Nature-Humans-Society by forging unity among all branches of science. Many described it as a
barometer of science and society in India. In more than one sense ISSA is a unique body in the whole world.
Science means objective knowledge of non-living and living things / objects and knowledge means answer
to questions ‘what’, ‘how’ and ‘why’, about a thing / object. The word ‘Nature’ connotes all forms of objects /
things / matter including humans and societies. Nature-Humans-Society form one single continuum. So division of
science into physics, chemistry, biology, environment, ecology, agriculture, medical, social, historical etc. is
artificial and all such divisions provide partial objective knowledge of Nature-Humans-Society. Unity of Science of
Nature-Humans-Society, therefore, is necessary for having correct and full understanding of Nature. Science, thus
viewed is unitary as well as uniting.
The Science as an objective knowledge of non-living and living objects / things / matter is produced
through collective mental and physical labour of men and women. What is the result of collective labour is termed
as social and what is social is public and not private. Science, therefore, is social. It springs in society comprising
men and women. Because it is social it has social functions. It has the prime role in enabling men and women to
enjoy higher quality of material, social and cultural life in harmony with Nature. However, all such social functions
of science filter through different groups in the society because of which one doesn’t find one-to-one relationship
between science and conditions of all men and women of all societies. Humans’ inability to create a science-based
society is well reflected in modern societies all over the world.
The Indian Academy of Social Sciences seeks to discover, develop and disseminate science of Nature-
Humans-Society in Indian conditions in particular, and world conditions in general, with a mission to build a new
Democratic Republic of India where there is no hunger, no poverty, no unemployment, no illiteracy, no disease, no
bigotry, no superstitions, no communalism, no casteism and no discrimination of any form and where all men,
women and children enjoy equally good quality of material, social, cultural and spiritual life in harmony with Nature
without any kind of fear of violence, rape and murder.
Founders of the Indian Academy of Social Sciences thought that science can benefit the peoples of a given
society only when it is taught and researched in their own language. Communication of scientific research and
science education in peoples own language, therefore, is key to the unfolding of creative potentialities of peoples
and benefiting them. Unfortunately, even after 65 years of independence science in India is communicated through
English. The end result is peoples of India who fund all scientific research are deprived of its benefits. The creativity
in science is continuously declining. The Indian Academy of Social Sciences, therefore, seeks to change it by
creating necessary conditions for communication of scientific research and science education in Indian languages
involving publication of research journals, monographs, books etc. in Indian languages.
All branches of science as mentioned below constitute the Indian Academy of Social Sciences:
17
1. Agricultural Science
2. Anthropology
3. Biological or Life Science
4. Biotechnology
5. Communication And Journalism
6. Commerce
7. Computer Science And Information

XXXVII INDIAN SOCIAL SCIENCE CONGRESS Focal theme
INDIAN ACADEMY OF SOCIAL SCIENCES
XXXVII INDIAN SOCIAL SCIENCE CONGRESS
December 27-31, 2013, Aligarh Muslim University
BUILDING AN ECOLOGICALLY SUSTAINABLE SOCIETY
SECOND DRAFT NOTE
0100 PREAMBLE
The Indian Academy of Social Sciences (ISSA) in association with Aligarh Muslim
University proposes to focus deliberations of 37th session of Indian Social Science Congress
(ISSC) on ‘Building Ecologically Sustainable Society’ with a view to enabling all humans
along with other species to live longer than expected by learning to live in accordance with
ecological principles of life involving friendly and harmonious relations with Nature and
Society.
Use of chemical fertilisation
in agriculture has destroyed the fertility of soil and made all agricultural produce highly toxic.
Ground water has become poisonous and disease prone. Big dams too have added woes to
human existence. Growing pollutions of air and environment have threatened the very existence
of life on the Planet Earth. All forms of food chains have been broken. Nuclearisation, high
consumption of electricity, Satellite towers, mobile phones have increased very high degree of
radiation which in turn is posing great risk to existence of life and human health. Destruction of
natural resources and loss of biodiversity have created unprecedented risks for survival of all
living species including humans. Extinction of species after species is taking place rapidly.
Rising global warming and climate change are ringing death bell. Concentration of whole wealth
of the world into a fewer hands has resulted into mass poverty, hunger and disease. Question to
ponder is: Can humans stop extinction of life from the Planet Earth ? If yes, how and if no why?
How to avert the ecological crisis and impending extinction of humans from the Planet Earth?
What the scientific studies and deliberations have revealed is: It is not possible to restore
the ecological balance within the existing social system. So the question arises: What kind of
social system would restore ecological balance? What it essentially means is conceptualization
of a new social system rooted in the ecological principles. This is a serious challenge to our
contemporary market-driven scientists and technologists.
The Indian Academy of Social Science has, therefore, resolved to deliberate on
‘Building Ecologically Sustainable Society’ in Indian context during the 37th Indian Social
Science Congress.
0300 OBJECTIVES
Major objectives of XXXVII Indian Social Science Congress are as follows:
0301: To comprehend the ecological principles/foundations of life.
0302: To comprehend the ecological connections between and among Nature, Humans and
Society.
0308: To conceptualise a new ecological society.
0309: To determinate appropriate policy measures and social actions for building a new
ecologically sustainable society.
0310: To develop a new science called Sustainability Science of Nature-Humans-Society
0310: Any other.
0400 QUESTIONS AND ISSUES
The resolution of ecological crisis demands creation of an altogether new society. Why?
Because the nature of ecological crisis is systemic, what is systemic demands systemic solutions.
Tinkering will not do. So-called ‘Green Technology’ shall not prove helpful. This being so,
question of building a new ecologically sustainable social system is not an easy task. How do
our scientists and technologists use their scientific knowledge of Nature-Humans-Society in
creation of new concept of a new ecological social system, therefore, holds the key. Task before
us is to discover, develop and disseminate a new science of Nautre-Humans-Society. This new
science may be called Sustainability Science or Science of Conservation of Nature-Humans-
Society. Conservation is not to be confused with maintenance of status quo. Rather it is to be
taken in the sense of scientific revolution in ideas and material reality in correspondence with the
new ideas. Development of sustainability science demands paradigm shift in current science.
Question arises: Are our scientists inclined to think afresh, innovatively, creatively and
impartially? XXXVII Indian Social Science Congress poses this and many more questions to all
those who pursue science and who are deeply concerned with the issues of impending natural
and social disaster and wish to create a new democratic social system rooted in the theory of
ecology.
0500 CONCEPT OF ECOLOGY
Emergence of Ecological Science in the latter half of the last century changed the whole
concept of science of Nature-Humans-Society. Why? Because it became crystal clear that
everything is related with every other thing; that there is intimate connection between non-living
things/matter and living things/matter and between lower life and higher life and that there is no
disconnect between Nautre, Humans and Society. In fact Humans and Society are integral to
Nature. Thus the very concept of Nature underwent radical change as it implies Humans as well
as their societies. It became evident that nothing exists independent of others. All are
interdependent and interrelated. A concept of reciprocity or give-and-take emerged with the
development of Ecological Science. Along with this concepts of ecological metabolism, foodchains
and ecological equilibrium developed. In the process a notion of interrelationship
between and among all branches of science (Physics, Chemistry, biology, Anthropology,
Economics, Socially, Psychology etc.) development. An idea of holistic science involving
integration of all branches of science centred around Nature-Humans-Society started growing.
